CHIEF SULLIVAN PRAISED.
The grand jury of San Francisco in a special minute awards to Chief Sullivan its “full and unqualified approval of his skilful conduct of this vast machine (the fire department), on the adept handling of which a whole city depends for its safety. We believe (continues the report of the grand jury) this worthy chief has brought this department up to its present state of efficiency; we commend him as an honest, impartial officer, a brave and competent fireman, and a just and strict disciplinarian, whose hands should always be strengthened in the discharge of his duty. In closing our report on this most important department of this city, we are shaken with a fear that the heretofore excellent management is about to be invaded by the resurrection of the old spoils system, from which so many scandals were always in evidence, and wc think a watchful eye. on the doings of this department would not be amiss. The whole people should be awake to any innovation in the fire department that would lessen its present efficiency, and frown down any attempt to change methods that have proved so satisfactory to the people of this city.
