Fire Chief Joseph T. Dibble, Watertown, N. Y., completed 28 years as a member of the city fire department December 8, 1943. Joining the department at the age of 24. he was first assigned to No. 4 company. Chief Dibble was promoted through the ranks and in Tune, 1942 was made first assistant chief. Upon the retirement of Chief William E. Gaffney, he became head of the department on Nov. 1. 1942.
