At 0732 hours on the wind- and rain-driven morning of Tuesday, September 17, 1996, a Rockland County (NY) 9-1-1 operator received a call from a person who garbled a message about a fire. It appears that before the operator could confirm any information, the caller dropped the receiver, most likely due to the increasing smoke and heat conditions then present in the caller`s unit, forcing the caller to exit the building.
