Drill of the Week: Pipeline Emergencies

Pipeline emergencies encompass more than a blown natural gas line that has ignited, creating quite a spectacle for local residents. Responses to these types of incidents will include various public safety agencies, utility companies, and other resources. Fire departments must consider their own capabilities and how to get help when needed for pipeline emergencies. The objective of this week’s drill is to make all members of your department familiar with pipeline hazards, hazard detection, and suppression methods.

Take enough time for planning, scheduling, and organizing the drill. You’ll only need about 15 minutes on the night of the drill to set up a drill room. You’ll need visual aid equipment, and a gas meter.

Contact the utility that manages natural gas or propane distribution and ask for a training session for fire suppression personnel. Every distribution company has a safety officer who provides this service. Also, check to see if the utility company runs training sessions at one of its locations. This may provide members with the opportunity to go through live fire evolutions using various extinguishing agents.

Some information you may want the company representative to provide includes:

  • A description of the means of controlling the flow of gas including valve types, identification and operation of the valves, and location of the valves;
  • A description of the types and operation of the detectors the company uses to find leaks. This is a good time to review the operation and maintenance of your company’s detector;
  • A description of the explosive limits of the product;
  • A recommendation of suppression tactics;
  • A description of the utility company’s emergency response capability, specifically how to get help, what the help will be, and likely response time; and
  • A description of some incidents where things have gone well and have gone poorly, and lessons learned from these incidents.

Recommend a time limit for the presentation that will allow for a question-and-answer period.

At the drill’s conclusion, discuss what went right, what went wrong, and what should be done differently the next time.
