特洛伊(Troy)的弗兰克·A·赫曼(Frank A. Hermans);纽约的Schuyler R. Schaff和沃特福德的弗雷德里克·A·邦德(Frederick A. Bond)是其他提交计划的工程师。Mineola的Walter E. Sexton。提交了三个命题,即:从哈德逊河(Hudson River)出发,河边的过滤厂。$ 400,000; from the Mohawk river near the Shaker settlement $475,000; from Stony creek, above the village of Vischers Ferry, $650,000. Frank A. Hermans, of Troy, said in his estimate that the city of Troy could furnish water at $18,000 per year. The cost of obtaining and distributing the supply he figured at $230,0011. The crossing is to be made above the state dam and the water is to be conveyed to the city in two pipe lines, one on each side of the canal. Schuyler R. Schaff, of New York, estimated it would cost $630,000 to take the water from the Hudson river above Waterford. William A. Bond figured it would cost $288,000 to procure water from the Mohawk. Solomon, Norcross & Keis submitted several plans and figures. One estimate was to take the water from the river north of Watervliet at a cost of $270,705. Mayor Hanratta has always been in favor of a new water system in Watervleit. The mayor is at present doing all in his power to have the taxpayers of the Arsenal City to own a municipal plant.
