The bill also makes it unlawful for any corporation organised for or engaged in the business of furnishing water to any municipality in the State to acquire the right to use for the purpose of furnishing water to any municipality in the State, any stream or waters, outside of such municipality, that afford the chief source of power to a mill or mills in any city or village of the State, whose inhabitants are chiefly dependent on such mill or mills for employment.
