WATER SUPPLY AS AFFECTED BY REGULATION
A pure, wholesome supply of water is of national importance, for the reason that, in this age of progress—of business and social intercourse between the various states and communities of our nation—the unsuspecting individual, in so far as he may be affected by the standard of purity of the water supply as maintained by the various localities to which he may sojourn, is largely at the mercy of the community through which he travels. One locality, as a result of an impure water supply in another locality, may be grievously inflicted with an infectious disease, and infections are frequently transmitted from districts which arc quite widely separated. A pure supply of water is of local importance if for no other reason than that a locality is generally more progressive, more active, more successful, more energetic, and more enterprising when made up of inhabitants whose good health renders them satisfied and contented with their individual lot in life than when the reverse is true. In general, regulation pertaining to the source of supply of water for communities may be said to be exercised both by the national government and by the state government, or by political subdivisions thereof.
