The. authorities now build for the future, and have been doing so for the past ten years. The city is growing rapidly, and what were the outskirts are now heavily built up sections. If sewers had been built for country surface drainage, the work would have been imperfect, and much would have to be done over again. As it is, the sewers are constructed to meet the rapid flow of impervious street paving system and the heavy roof drainage, and it is quickly noticeable that, after a storm, the streets are almost in as good condition as they were before the storm.
The authorities no longer construct a sewer of larger capacity with one of a smaller capacity. That was said to be the trouble with the old Cohocksink sewer, where, between Thompson street and Montgomery avenue, there was only an eight-foot diameter, and above that point one of thirteen. The old Cohocksink sewer was built before the consolidation of the city, and there may have been some errors about it; but in that day they did not have matters in quite the same situation as to-day. They looked into the future, but not upon the same principle as is done at present.
