New Columbus Superintendent

The new superintendent of the Columbus, Ohio, division of water and sewerage is Clarence B. Hoover, he having been appointed to that office on December 1 to succeed the late Jerry O’Shaughnessy. Mr. Hoover, who at the time of his appointment was engineer in charge of the bureau of water, had held that position since May, 1920, and in the performance of his duties has gained the commendation of the city’s administration, having been in charge of the construction of the proposed new storage dam and the work of enlarging the filtration plant. Mr. Hoover has served the city of Columbus since 1904, the year after his graduation from the Ohio state university, with the exception of eight months during which he entered the service of the United States and became captain in the Army during the World’s War. The record of his service is as follows: Employed for one year in 1904 and 1905 as one of the technical staff of the Columbus Sewage Testing Station. Transferred to engineering organization which supervised the construction of the Scioto River Storage Dam, Scioto River Pumping Station, Water Softening and Purification Works, Sewage Pumping Stations, and Sewage Treatment Works—3 years. Chemist-in-charge of sewage treatment works—4 years. Chemist-in-charge of division of sewage disposal—eight years. In charge of bureau of water works extension—1 1/2 years. In charge of bureau of water works extension and superintendent of divisions of water and sewage disposal—effective December 1st, 1921. Member of the Engineers Club of Columbus, American Public Health Association and American Society for Municipal Improvements. He is a graduate of the Ohio State University, 1903, and was a special student, Cornell University, 1904.

In making the appointment Service Director W. H. Duffy paid a tribute to the work of the late Superintendent O’Shaughnessy, to whom credit was due for the splendid water works organization which Columbus now has. He also praised the work of Chief Clerk Prentiss Crall and Arthur Kellogg, engineer, who have had charge of the department since the death of Jerry O’Shaughnessy.
