According to press reports from Spokane, Wash, Mayor Pratt says: “Something will have to be done to husband the city’s water supply this summer and in the near future I shall probably send a message to the council recommending that no automatic sprinklets be used in the city, except where the premises are equiped with a meter. About three years ago I introduced an ordinance in the council, which passed, providing that no automatic sprinklers be used, except where there are meters. The ordinance provides that the rate charged shall be V/2 cents per 1,000 gal., instead of 15 cents, the present charge, and provides that the minimum rate for any house measured on a meter shall be not less than the minimum flat rate charged for that house. Most of the water that is wasted is that used on the lawns. With a meter check, whereby the people will pay for water actually used, there will be little water go to waste. In basing the minimum meter charge on the house, instead of the house and lawn combined, I feel that a fair and equitable basis is being given. From figures that T obtained, it costs on the average 6-¼ cents per 1,000 gal. to supply this city with water. On the hilltops it costs a little more than this; in the valleys, a little less. It has been my belief that 15 cents per 1,000 gal. is too much for the water. Meters teach economy. We pay by meter measurement for gas and electricity. The gas and electric light companies have a minimum charge to protect them in furnishing their product. I have long decided that the big waste of water is on the lawns, not in the house.”
