INSPECTION AT ELMIRA.

The semi-annual inspection of hotels, and places of business conducted under the personal supervision of Chief Riggs, of the fire department of Elmira, N. Y., has just been completed, and the results obtained are far beyond expectations. There has not been a fire in the business district since December, 1902. The hearty co-operation of the merchants of the city has been a source of great gratification to the chief, who believes that the proper way to prevent fires, is in keeping cellars in the business districts free from rubbish. Chief Riggs is always alive to the interests of his department, and has introduced many innovations which have benefited it.

It is possible that the conflicting waterpower interests of the Green Bay and Mississippi Canal company and the Kattkauna Waterpower company at Kaukauna, Wis., may be reconciled by the consolidation of the two companies, which have been in litigation for fifty years. Ten years ago the courts adjudged the first company to own the water rights, etc.
