The water commission of East Orange, N. J. has issued a six-page leaflet, which it has distributed among all the consumers, giving instructions for reading water meters, following is a copy :

Each dial has a hand or pointer which revolves like the hands of a watch. Some of the pointers revolve and read from left to right like a watch, while others read m the opposite direction. On some few meter dials all the pointers revolve in the same direction. The several dials are distinguished outside their circle with the numbers 10, 100, 1000, 10000 and 100000. The dial marked "one foot" is for use in testing the meter, and is to be disregarded in ordinary readings. To read the meter, begin with the dial marked 10 and set down its reading Next read the dial marked 100 and set its reading down to the left of the figure already set down, next read the dial marked 1000 and set this reading to the left of the two figures already obtained. In the same way read the dials marked 10000 and 100000, setting the readings each to the left of the previous figure. Read from the dials only the whole number; that is, if the pointer is between two numbers read the lower number and disregard the fraction, reading always the number that the pointer has passed. When a pointer appears to be at, or very near to. any figure and you are uncertain as to how it should be read look at the reading of the dial immediately preceding; if this has not passed the O mark, the reading should be the next lower figure; thus in Sketch 2, the 100 pointer appears to be at. or very close to 5. but as the 10 pointer has not reached O the reading of the 100 dial should be 4 instead of 5. Note carefully the direction in which each pointer revolves and read the dial accordingly.
