FIRE AND WATER extends to all its readers it's best Christmas wishes, and hopes that they may live to see many happy returns of the approaching festive season.

The list of those who perished by fire in this city and elsewhere during the past week is a long one. New York stands out in bad pre-eminence owing to an East Side tenement house holocaust, which presented the usual features accompanying such catastrophes. The building was simply a firetrap, in which a crowd of human beings was penned, with little or no hope of escape unless through tinefforts of the firemen and police. With all our laws as to tenement house reform, little or no progress seems to be made either in the way of real reform or of seeing that the existing law is observed.
