Decision making! Where does it fit into the fire fighters’ training?

If we look at current training practices, we find men learning individual skills [masks, small tools, ladders, etc.], the application of these skills [how to fight fires as a team using skills], pre-fire planning, management, administration and many other related subjects. Very few manuals contain any information at all about decision making. Most references do not even make note of the fact that without decision-making skills, an officer cannot initiate correct action based on his visual size-up of a fire or rescue situation.
