A correspondent points out that, while at Savannah and other cotton shipping plants in the South, the practice of handling the cotton carelessly prevails, whereby the chances of fire are indefinitely increased, the same characteristic is not peculiar to these places, but has been developed to a very dangerous degree in the North.
“In New York harbor (he says) may be seen lighters being towed, which are loaded with cotton bales, the bales being uncovered, with loose cotton exposed all over, extending hospitable invitation to stray sparks. At the present time, when so much soft coal is being used in New York harbor, this is a very considerable hazard, as on a dark night sparks can be seen verv freely emitted from the funnels of tugs burning soft coal. Why should not requirement be made that cotton be covered with tarpaulins in the interest of both the fire and the marine companies?”
