ON a recent visit to the capitals of Europe where he made a special mission of inspecting the fire department, Honorary Deputy Chief Robert H. Mainzer, of the New York Fire Department, was given the unprecedented courtesy of a fire line pass issued for the first time to a foreigner by the Chief of the Berlin Fire Department, Herr Walter Gempp, who visited this country three summers ago.
