Delfs, contains a complete statement relative to fires and fire alarms, expenditures, inventory of property and embodies recommendations for changes that the chief considers desirable for the greater effectiveness of the department. The total of fires and fire alarms for the fiscal year, ending April 30, was 551, an increase of 77 over 1919. There were 32 fires whose causes could not be ascertained and the others were, as a rule, of origin showing them to have been in the preventable class, perhaps the only exceptions being four that were the result of lightning. There were only five cases in which the loss exceeded $2,500, which may be taken as evidence of the department’s efficiency. Improvements pending or accomplished are noted as follows: A Seagrave 1,000 gallon pumping engine is now in service in No. 2 station; a Seagrave city service truck has been placed in service at the central fire station; 12 additional alarm boxes have been installed and numerous minor improvements made in the alarm system; 500 feet of 3-inch hose were purchased and 3,500 feet of 2 1/2-inch hose. Work on a new fire station has been started and a fire alarm telegraph station is to be constructed this year. Eight men were added to the permanent force during the year and the double platoon system was put into operation in July. On this point Chief Delfs comments: This mode of operating the fire departmen is far superior to the old method, resulting in less sickness, better service, happier families, better satisfied force. The chief recommends a general increase in department salaries, calling attention to the fact that unskilled labor receives greater recompense financially. He urges also the standardization of hose and hydrant threads and asks for the addition of 26 men to the department. The purchase of another motor pumper is declared to be necessary, as well as considerable minor equipment.
