Upon taking the office of Chief of this Fire Department, allow me to congratulate you, Firemen, for your remarkable preservation from conflagration, and for the saving of so much of your personal property; and allow me to express the wish that you will not allow this office to burn up, and also that you will look a little to the protection of my house and lot particularly. I desire to call your attention to the following manifesto which I have just issued, and which I hope you will paste in your eyes and forever hold in your hearts:
