"Whether it is because every close call or LODD report mentions command and control as a contributing factor, or simply that you understand the importance that someone has to be in charge... the director, the quarterback of this operation. The engine officer needs to:
~Decide on strategy and communicate the tactic to the nozzle operator.
~Select the correct length and flow for the fire condition.
~Decide the fastest and most efficient route for the hoseline selected.
~Watch the changing conditions.
~Monitor the crew.
~Constantly a**** if the tactic is working."

The member in charge of that initial operating attack line has the ability to make or break the incident. Commanding that initial line, does not need a member with 'rank' (lieutenant, captain, chief) but a well trained, well versed and determined member. One who can think, process information, and react. Time has always been and remains is the critical element, every second counts...
